How can I get the blocker plate to stop leaking? I can not get the bolts on any tighter. Also I tried to remove them again to take the blocker plate out and can not remove the bottom bolt. Any help thanks.

The plate is not in all the way,only about a 16th more.The edge of the plate will be flush all the way around.I've been there,take a break and try again.
