I just purchased an 02 duramax ext cab shrt bed, 4x4, I'm running 285/75/16 bfgs the truck is all stock (for now), i'm averaging 13-14 driving mostly city, I havn't had a chance to run it for very long on the free way. Does this milage seem normal for an LB7

Yes, with 285's that seems about right. I get 15-16 city running 265's.

Hand calculated? Have you reprogrammed your ecm for the bigger tires?

I'm about 16-17 with Edge and AFE. I need to get my bullydog on to help out some. If the tires are mud tires, that it's a little worse than an all terrain but not much.

You need to add around 8% to your miles if your speedometer is not corrected, when figuring fuel mileage.
