265mm width devided by 25.4 conversion factor is 10.43"
10.43" width multiplied by 0.75 aspect ratio is 7.82" sidewall
7.82" multiplied by 2 is 15.65" total sidewall
15.65" plus 16" rim diameter is 31.65" total height
this is assuming you're talking about 265/75R16 tires. If you're talking about a different tire size, this equation still works, just plug in your different numbers. Or if you want to skip the hassle of calculating you can always visit http://www.intercotire.com/html/metric-tire.htm
Of course your tire height will change slightly with different rim WIDTH as well, wider rim = shorter tire. Not enough to really count though!

Also, not to nit-pick, but not all 265's are the same size from brand to brand. Not that it would matter for the speedo calculations. Plus take into consideration that as tires wear, they get considerably smaller.
