Coolant rise in surge tank (cup leak?)

My truck has been losing coolant ever so slowly. It maybe drops a 1/2" in a matter or 250-300mi. I recently put in lmm rods, studs and c gaskets in it (about 15k ago) I noticed I can start the truck ice cold with the surge tank cap off and the coolant will slowly rise immediately. There are no bubbles, the upper rad hose doesnt stay pressurized overnight and is never rock hard. There is no carbon or soot in the coolant, oil looks like new with 3500mi on it. When I did the work, I also had the heads surfaced and did a valve job. The thing I remember is while they were surfaced, the cups were never removed.
Now I'm thinking thats they issue. It heats well and will get up to 210 degrees. Ive bled the system properly. I can leave it on my snow covered driveway and there isn't a drop of coolant to be seen. Its also gotten noticeably harder to start the colder the temp is outside, Ive tested the glow plugs and they all were around .5ohms besides one that was at 50+ and was replaced, so I dont think any are open. The bus bars are getting 10.8volts when I turn the key and its cold. The coolant doesnt boil over while at operating temp. Im stumped! Any help is greatly appreciated. I should also note its a NF2 Federal emissions truck, so no egr.... None of the cups came out on tear down.

Fill it, and keep running it.

Also when I remove the cap from either my wife's gasser or my Diesel, the coolant level rises.

I would not worry about it unless it KEEPS losing coolant, but I would top it off and go for now since you do not have a hard hose.
