It should not come on if the engine temperature is above freezing.

Not sure if my truck is "special"
 but I just turn it on using the gauge cluster computer...I cycle through the options and when it gets to high idle I turn it on...has been activated since day one but nor cal doesn't get that cold so only actually idles high a few times p/yr

When you month sequence again what idea the display say on the dash?

Then you might not be doing it right. When you turn the high idle on it should say high idle engaged. And when you do the sequence again it should say high idle disengaged or something along those lines. If I get a chance I'll shut mine off and see what the cluster says.
