Code0237and turbo bark

Guys, I have a 2005 GM SC with 4'" exhaust, s and b air filter and edje j/a. Over the past few months I have noticed the truck not being consistant when the turbo kicks in. The other day I decided to unhook the edge and see what codes i had. PO237 came up(Turbo Charger Sensor Circuit Low Voltage). I have made a date with the dealer, but last night I had to take the truck down the road and noticed the turbo was not kicking in at all and when the truck shifted, I heard a noise coming from the left side of the engine compartment. It was when it shifted into OD. Transmission shifted fine. Could this be turbo bark? What fixes for codes 0237?

Might be something in the VVT sensor that is causing it not to close. Sensor is located on the top with the white wire protruding from it.
