More than likely there is some difference in the TCM that's keeping it from functioning. I'm not sure how many different transmission / TCM programs there were for 94-95 other than manual and auto, so maybe it was a manual? Or maybe the ECM you pulled had experienced a TCM related failure?
Is the hardware the same for all the 6.5 ECM/TCM 94-95? Like they said, pull the numbers off of the computer so someone here who is more familiar with it can tell you what application it was intended for. Then you can begin to figure out the rest of of the issue. If it's not working right now, it MAY work after a reflash. Will have to find someone willing to tinker with that for you. The TCM definition file is $A1 for TunerCat and is available from them. Software, chip burner (reflash) and other equipment to DIY will run you about $200 total. Good Luck!!

Regardless of engine, 94 yuses one ECM, and 95 uses another. The EPROM is what contains all of the info and such to make the engine run and the trans shift as they are actually PCM's(PCM=powertrain control module, or engine and trans).
