gm td scan tech basic obd2?
is there a way to hook up the gm td scan tech basic to use it on obd2? any idea hows its done if possible?

No, only OBD-I.
The standard is different.

Carcode or Auto Enginuity are the OBDII windows scan tools for our trucks.
Snap on red brick mt 2500's do work not too bad for OBDII and can be had reasonable on ebay. They won't do TDCO relearn but they will display the stored value and KOKO can initiate the relearn.

I would get a snap on mt 2500 for your purposes,I have 2 myself but that is cause 1 died.
Many are available on ebay and come with many cartridges and other needed hardware. They are OBD1 and OBDII when properly equipped but support stops at 2008 I believe.

For cars, etc.
There are a lot of choices. You can also get an ELM based scanner that hook up to a computer similar to GMTDScan. The fanciest one ELM based is using wifi or bluetooth so you won't need any cable at all. Well, you have to still buy some sort of interface.

I have the Elm (Chinese bluetooth module off Amazon) that I bought for about $13. I also bought the "Torque" app for my Android phone to go with it for the astronomical price of $5. The combo works great on my '96. Basic functions, real-time monitoring, logging, DTC/CEL reading/logging/clearing, etc. Can't beat it IMO.

I have and ELM 127 bluetooth for my 2000 Mercedes Wagon and downloaded the FREE Torque app to my phone. It can check and clear codes and give me live data. That is fine for my application so no need for me to spend money on the pay version of Torque. IIRC I purchased my ELM 127 bluetooth of eBay for about $16 delivered to my door. Had it almost a year and no issues so far.
(I have GMTD Scan Tech for my 94 6.5)
