My 96 chevy diesel truck is hard starting went temp is about 60 degrees outside. When starting there is alot of white smoke. My glow plugs have low mileage according to previous owner. Can some offer how to fix or what to test to correct this problem.

how many ml on the injectors. They could be weak. how long is glowcycle
check individual glowers by taking the connector of and the put a testlight between the pos battery post and the spade on the glowplug , if it lights the glower works. do all of them. on the passenger side it is best to take the wheel of and the rubber flap to get acces. the last one is a ***** to get to. you will have to reach from underneath.
if they all work,then use test light on the glowplug leads , use a jumper wire between the two post on the glow plug controller to get power there.
you can also check the wiring first, whatever blows your hair back.
make sure the connectors are not corroded [ common problem]
I have no power going to the glow plugs. I pluged in the truck last n ight and it starts right up. Glow plug fuse good, is there a glow plug relay and if so where can i find it?

If you pull the inner fender (it's not that hard) you can get to the passenger glows easily and probably just as fast (but less painfully) as from above.
