2000 mazda b3000 pickup

Recently bought a 2000 mazda pickup (aka ford ranger) and have a couple of questions.

1 When you fill up with gas, the pump will pop when the tank is about 3/4 full. From there you have to slowly fill the tank and the pump will pop constantly. Any ideas what would cause this?

2 I'm looking at getting a more aggressive all terrain to run in the winter and during hunting season. Looking for something that will shed the mud and do good in the snow with such a small truck.

3 What is the biggest tire I can run at stock height? It has some little 245s on it now

#1- Sounds like a vent problem, possibly vent line to tank pinched?
#2- Hankook Dynopro M/S or BFG all terrain or Mud terrain.
#3- Size can be determined by cranking t-bars, hacking fenders with a sawzall or even wheel offset.
